Community Choice Aggregation (CCA) is a powerful tool that communities can use to achieve their economic and environmental goals. At its heart, CCA leverages local purchasing power and decision-making to secure electricity from a specific source and at a specific price. Communities with greenhouse gas reduction goals can employ CCA to achieve significant emissions reductions by choosing renewable energy as their source of electricity. At the same time, they can support their local economy by requiring that energy to come from Ohio-based resources.

The toolkit serves as guidance through the aggregation process. It is designed to be used by local government officials and staff. Community groups, residents, and generally those interested in where they get their power will find the document useful for understanding the options available and the processes that local governments must follow to establish a CCA program.
